Judicial Officers in Cluster 5 Courts Introduced to Judiciary's Digital Transformation Tool

A two-day training on the Electronic Court Case Management Information System (ECCMIS) kicked off today at the Supreme Court Building Conference Hall, Level 7, with Judicial Officers from Cluster Five Courts in attendance. The participating courts include Jinja High Court and Chief Magistrates Court, Lugazi High Court, Bugembe, Kakira and Kagoma Magistrates Courts. 

The training is part of the Judiciary's broader effort to strengthen digital justice delivery under the ECCMIS framework.

Presiding over the opening, Lady Justice Immaculate Busingye, Chairperson of the ECCMIS Technical Committee, traced the Judiciary's journey from manual systems to the current digital era. She recalled the early days of limited resources and how partnerships, particularly with DANIDA, enabled the Judiciary to build its first digital foundations.

Justice Busingye highlighted the evolution from the Court Case Administration System (CCAS),which served only internal users, to ECCMIS; a comprehensive platform that now benefits both court staff and the public. She underscored the System's key advantages: remote access to court services, online case filing, reduced physical movements, and integration with Uganda Revenue Authority (URA) for payments.

"ECCMIS removes geographical barriers and brings justice services closer to the people," she noted, adding that although there was initial resistance, many Judicial Officers and staff have now embraced the system. "People are no longer afraid of ECCMIS-they're excited about it."

Ms. Julian Rweju, ECCMIS Technical Advisor, welcomed participants and reaffirmed the Judiciary's commitment to leveraging technology for improved service delivery. She encouraged participants to provide feedback that would help enhance the system's performance and adaptability.

"This system has been evolving over the last three years with continuous improvements," she said."Our technical team is ready to support you throughout this transition."

Mr. Joseph Ssinabulya, ECCMIS Project Manager, led participants through the system’s core functionalities, offering a practical overview of its operations.

The session was moderated by Ms. Samalie Nakabanda, the Systems Administrator in charge of Security.

The training is expected to enhance the capacity of judicial officers to efficiently operate within a digital-first justice system, in line with the Judiciary’s goal of increasing access, transparency, and speed in the administration of justice.
